Automotive Scan Tool questions?

I have an 03 monte carlo. I am looking to buy a scan tool of some kind that can be used for all makes of vehicles. Any idea of a good one to get or look at. I am not looking to spend a ton here. Just looking for a reliable scanner that can point me in the right direction. And also not sure but do i have to buy a manual to read the error codes or does a scanner come with one? any info would be appreciated.

For home use you can get the cheap stuff. The more expensive stuff will not only give you the number code, but the text.

In my experience, you have too look up the code in the internet and see what other people are saying (not just what the text says).

Also the more expensive models will give you live data (like instantaneous O2 voltage levels, MAF data reading, RPM, etc.) I think those might be very useful.

Some will even give you the MPG - but in my experience it is not completely accurated.
