Can I use a Dremel tool attachments with a variable drill?

I want to know if I can use the Dremel 545 Diamond Wheel with a variable drill or a roto-zip? The recommended speed on the diamond wheel is 15,000 - 20,000 RPM
Why do I ask? I'm trying to find a solution to cutting through wire coils and getting the smallest kerf possible without resorting to industry (laser and water cutting)

You can physically chuck the Dremel bits and wheels into a drill, but the drill is way to slow to be effective. A RotoZip is a little faster, but you will need a matching collet to get it to work. These are available but I must ask why you would want to do this?
The Dremel tool is a very high speed, small and relatively low power tool.
RotoZips have more power, are bigger and serve a different purpose.
Drills are even more powerful, bigger and run at much slower speeds.

Edit 3/6: Based on your added information, what I can say is that the wheel will work. Of your choices, the RotoZip is better than a drill. If you need a collet, they are available. The most common size for Dremel accessories is 1/8".
