How to install an ODB car diagnostic scanner?

I recently purchased a USB Vag-Com OBD2 OBD1 Scan tool for my 99 Audi a4. I am having problems getting my car to recognize the scanner...does anyone know software that can help me out here so I can scan my car?

Are you making sure that after hooking it up, you turn the key to the run position, not start, just where all the dash lights come on?
