what exactly does FRAME GROUND mean on a pin diagram for a monitor (d-sub) male plug.?

I have to replace the male D-Sub connector on a crt monitor and i am unsure whether "Frame Ground" (pin 4) means that it should connect to the main earth screen surrounding the whole cable or to just the general earth from around the individual coax cables (R G and B).also isnt the main screen soldered straight onto the metal body of the plug anyway?Can anybody help to clarify this for me...(it is a hansol 990P monitor).Thanks

Frame ground should be the metal chassis of the computer.
