how do i calculate the torque reguired to hold a blade at a specific angle under a certain air flow.?

its a guide vane. I have the force on the blade. it is pivioted offa round bar on one side.

Torque is a measure of force / length of lever. Like "pounds per foot"

The force of an air flow against a flap is going to vary, depending on the angle of the flap

If the force resisting movement of the flap is less than the force on the flap, the flap will rotate till the forces are in balance.

I'd suggest the easiest way would be to attach a lever to the shaft, and use a spring scale to measure the force when the flap is at the position preferred. For more accuracy, make sure the weight of the lever is balanced (equal on both sides), and use a movable weight.
